Purpose: An AR-9 vise block (or lower receiver vise block for 9mm pistol caliber carbine/AR-9 platforms) serves the same primary purpose as AR-15 and AR-10 versions: it securely holds the lower receiver in a bench vise to create a stable, non-damaging work surface for installing buffer tubes, torquing castle nuts, assembling components, or performing maintenance. The key difference is that dedicated AR-9 lowers (especially Glock-compatible or Colt-style patterns) have a wider and often shorter magwell to accommodate double-stack 9mm magazines, so a standard AR-15 magwell vise block typically won't fit properly or securely.
